La LOCE y el fracaso escolar

La LOCE se presenta a sí misma como la solución al problema del fracaso escolar, pese a que los datos de que se dispone muestran que se han ido reduciendo los porcentajes de fracaso. Más bien, estamos ante una ley que considera intolerable la perspectiva de que la educación obligatoria -especialmente en la secundaria inferior- pueda ser un elemento de igualdad social. Esto explica la conversión de la comprensividad en el principal enemigo a batir. La estrategia para ello son los itinerarios a partir de 3º de la ESO, la iniciación profesional a partir de los quince años, los grupos de refuerzo desde 1º de la ESO, los centros de especialización curricular y el apoyo a la enseñanza concertada.
