Abstract

This document is a position paper that discusses guidelines for resilient and sustainable urban development in Asunción, Paraguay, in the context of climate change and an ongoing urban governance crisis associated with highly dysfunctional administrations. Territorially, the paper focuses on Asunción's riverfront and aims to provide evidence-based answers about where and how urban development efforts should be concentrated, while defining areas that should be preserved for their environmental and ecosystemic value. The reflection is based on two case studies: the riverfront of the city of Villa Hayes, on the right bank of the Paraguay River, and the area between Itá Pytã Punta and the Old Port of Asunción, on the left bank. The former illustrates processes of river access privatization, wetlands destruction through land reclamation, unsustainable urbanism and even reconfiguration of the river's main course due to private intervention. The latter represents an example of a territory with potential for urban consolidation of precarious settlements and sustainable densification. Methodologically, this article relies upon GIS Free and Open Source Software (F/OSS) tools. The systematic mapping of the two case studies allows for describing trends and quantifying key processes (e.g., area of wetlands filled, length of riverfront blocked to public access, etc.). Based on the results, the article discusses potential guidelines that make the development of sustainable urban development projects feasible.

Juan Carlos Cristaldo , Facultad de Arquitectura, Diseño y Artes de la UNA (FADA UNA). Paraguay

Juan Cristaldo is an Architect by the Faculty of Architecture, Design and Art of the National University of Asunción (2004), Master in Urban and Territorial Development (Polytechnic University of Catalonia, 2025), Master in Urban Design (Harvard GSD, 2013) and Master in Sustainable Development (UNL, 2010). He is Director of Research at FADA-UNA and co-founder of the Centre for Research, Development and Innovation FADA UNA, where he leads research projects in urbanism, parametric design and digital fabrication. He specialises in infrastructures as catalysts for change and public policies based on free software and open data. He has given presentations at renowned universities and collaborates on innovative urban projects in the global south.

Architect from the Faculty of Architecture, Design, and Art at the National University of Asunción (2020) with a specialization in University Teaching (FADA-UNA, 2022) and a specialization in Research Methodology applied to Architecture (FADA-UNA, 2023–2024). Coordinator of the Cartography and Urban Studies Area at CIDI-FADA-UNA since 2023. Her lines of research include infrastructure and territorial transformations, territorial mapping with free software, urban analytical cartography, and diagnosis of services in informal settlements. She has experience as a teacher in Territorial Mapping Techniques and has presented papers at international conferences (State of the Map Latam, INTAL, AUGM). She also works at Exponencial S.A., a specialized urban planning, architecture, design, and consulting firm. Through this company, she has participated in consulting projects and other relevant work for institutions such as MUVH, MUCI, PNUD, and BID.

Yves Schoonjans, Universidad Católica de Lovaina, Facultad de Arquitectura, Bruselas

He is Dean of the Faculty of Architecture at KU Leuven. He holds a Master's degree in Civil Engineering-Architecture and a PhD in Architecture from Ghent University, Belgium, and is a full professor at the Research Department and the Faculty of Architecture of KU Leuven (Ghent and Brussels campus). His research focuses on everyday local identity, appropriation of space, informal settlements and urban development. In 2013, together with Prof. Dr. Kris Scheerlinck, he founded the research group Urban Projects, Collective Spaces and Local Identities, which studies how people and buildings relate to each other, how space is appropriated and how local identities are formed in urban life, analysing the mechanisms of spatial production in different contexts. Since 1999 he has accumulated extensive experience in academic management, serving as director of programmes and coordination positions in the Faculty of Architecture, until he became dean. He has also participated in numerous international projects and stays at universities in Europe and Latin America.

Ramón Morell Rosell , Universidad de Lleida, Cataluña

He holds a degree in Economics from the University of Barcelona. He has extensive teaching experience, having served as an associate professor of Urban Planning and Political Economy at the University of Lleida. He also teaches subjects such as Urban Economics in the Master's Degree in Urban and Territorial Development at the Vallès School of Architecture, Globalization and International Society in the senior program at the University of Lleida, and postgraduate courses in Local Development and Urban Management in the city of Rosario (online) and at the Urban Management Conference organized by UN-Habitat in Quito. Professionally, he has worked as an economist in the development of various urban planning plans and economic and financial studies in municipalities in Catalonia, including Lleida, Vall d'Aran, Tàrrega, Rialp, Sant Fruitós de Bages, and La Garriga. He also directed studies on the economic prospects of the city of Lleida within the framework of the revision of its urban plan, on the budgets of the municipalities in the province of Lleida, and on the urban impacts of the arrival of the high-speed train to Segovia. He has held important executive positions, including head of the territorial services of Urban Planning of the Generalitat de Catalunya in Lleida (1979-1989), real estate valuation technician at the Cadastre Service (1990-1995), head of the Revenue Section of the Lleida City Council (1995-2002), and director of the Tax Collection Agency of the Provincial Council of Lleida (2002). He is the author of the publications "Economy in Supply: For Those Who Don't Understand, But Depending" (2009) and "From the Casino to the House: The Social Effects of the Financial Crisis" (2013), both published by Editorial Fonoll.

Guillermo Brítez, Universidad Nacional de Asunción, Facultad de Arquitectura, Diseño y Arte, Centro de Investigación, Desarrollo e Innovación (CIDi), San Lorenzo, Paraguay

Architect from the Faculty of Architecture, Design and Art of the National University of Asunción (2019). His professional practice is exercised in the areas of consulting in urban-environmental issues and architecture, either as an independent professional as part of the firm EXPONENCIAL S.A architecture and urban planning or as part of CIDi - FADA (FADA Research, Development and Investigation Center). He has participated in topics such as urban renewal and revitalization (PlanCHA and Asulab), urban characterization and mapping of informal areas (Barrio Chacarita Alta), sustainable mobility (AMABICI), financial sustainability of urban transformations (CAPTACIÓN DE CAPVALÍAS). In parallel, he is a collaborator of the FAB LAB Project (FADA Digital Manufacturing Laboratory) and a founding member of the FAB LAB Py Association. Maria Auxiliadora Benítez Fernández, Universidad Nacional de Asunción, Facultad de Arquitectura, Diseño y Arte, Centro de Investigación, Desarrollo e Innovación (CIDi), San Lorenzo, Paraguay

She holds a degree in architecture from the Faculty of Architecture, Design and Art of the National University of Asunción (2023). She works as a research assistant at the Center for Research, Development and Innovation of said faculty (CIDi FADA/UNA). She has participated in various projects related to territorial mapping, including: Territorial Transformations on the River Front of Asunción and its Metropolitan Area (2021), the Consultancy for the diagnosis of the situation of water, sanitation and hygiene services in informal settlements in the Metropolitan Area of ​​Asunción (2022), and Urban Atlas Py (2022). She has also participated in IDB initiatives aimed at strengthening cadastral capacities for municipal territorial and financial management. She has developed urban cartography and spatial analysis in border cities and informal settlements in the Metropolitan Area of ​​Asunción.

Paula Villar Duré, Universidad Nacional de Asunción, Facultad de Arquitectura, Diseño y Arte, Centro de Investigación, Desarrollo e Innovación (CIDi), San Lorenzo, Paraguay

Architect by the Faculty of Architecture, Design and Art of the National University of Asunción (2025), where she also worked as an assistant professor of Sociology and Architectural Graphics. She has experience in territorial mapping with free software in border cities. She has collaborated with the Centre for Research, Development and Innovation (CIDi) in the elaboration of several urban atlases of Paraguayan and binational cities. She participated as an instructor in collaborative mapping activities (YouthMappers, Mapatones), and has complementary training in geospatial platforms such as GeoServer.
