Resumen

A crisis of port and urban governance can be observed in the Bay of Pasaia (Gipuzkoa-Basque Country). This work aims to analyse the trajectory of the port-city relationship by observing the conflict between the different actors in the territory. In addition to the field work and the different contributions of the bibliography, the methodology is based on local press cuttings as a source of information. This type of research makes it possible to characterise these actors, their expectations and interaction processes, and to quantify the intensity of the disputes according to the different episodes in the sequence. The effectiveness of the Landlord Port model, conflict and actors in land management is discussed. The main conclusions of this study point out that all the actors involved in the conflict are legitimised to act, despite the fact that citizens are not in the decision-making spheres. Therefore, the analysis leads to the recognition that the main difficulty is observed in the inability of the actors involved to consider the city-port interface as a common good and not as a potential resource.
