The priority regulatory development of article 194.3 of the current General Law on Social Security, pending since 1997, is analysed, when its wording constitutes the basis and foundation of the process of permanent incapacity by establishing the keys to its future organisation. The process of qualifying for work capacity has several other important effects within the framework of labour relations.
