Abstract

For the author of the work under review, the progressive distortion that the precepts of our Magna Carta have been suffering from the well-known principles of equality, merit, ability and publicity in access to public employment in our country over the last few years is a verifiable fact that has been reflected in the legal environment of our legal system. The main objective of this monograph is to analyse this phenomenon which, in a singular way, has been affecting the constitutional precepts on equality, merit, capacity and publicity in access to public employment in our country throughout the more than forty years of democracy. In spite of the extensive legal and regulatory norms existing within our legal system, and in spite of being a fundamental right protected with the maximum constitutional guarantees, over more than four decades a whole series of circumstances have arisen that have ensured that access to our public employment system is carried out in a way that could be considered as improper, violating the fundamental right of access to it under conditions of strict equality.
