The International Health Regulations (IHR) is an instrument of dual nature and legally binding for the States bound by it, and for the World Health Organization (WHO). In accordance with the WHO Constitution, this international organization has the great responsibility of promoting multilateral health. However, this objective is intensified by the obligations stipulated in the IHR, especially since its last revision, in 2005. Thus, this paper is analyzed the legal nature of the IHR and the main obligations for the WHO in the IHR.
