Modernización tecnológica como estrategia de desarrollo para Andalucía

En las modernas tendencias de la política regional se configura la creación y difusión de las nuevas tecnologías como una de las estrategias más viables para resolver los problemas económicos planteados por la última crisis mundial y como un factor de ordenación del territorio. Desde esta perspectiva se considera a las nuevas tecnologías como un nuevo proceso productivo de orden superior que una economía determinada debe absorber; cuya intensidad y ritmo de adaptación dependerán de la disponibilidad de recursos. En este contexto, el proceso de innovación es más una simple difusión que el resultado de las características de un entorno regional. Por otra parte, esta estrategia se centra en la transformación tecnológica productiva y en el proceso de cambio.
