Abstract
This paper analyses the confrontation that took place in the press –in particular, in the newspaper El Comercio- between liberals and conservatives in relation to the formation of a new Congress in 1860. This Congress had the aim of modifying the Constitution of 1856, then in force. On the basis of this analysis, it is proposed a reflection on the role of public opinion and the limits of the freedom of printing in the mid-nineteenth century in Peru
