The SMART undersea cable initiative is a developing area of scientific research that aims to integrate and use a network of sensors within an undersea cable system to collect scientific data for better understanding, planning and reporting related to climate change, sea level rise, ocean warming, tsunamis and earthquakes. Chile, through its Humboldt Cable Project, aims to improve the communication network for tsunami sensors in Antarctica, enhancing SMART capabilities for tsunami monitoring in the Antarctic region, which will improve threat assessment for tsunami early warning in support of Antarctic bases. Monitoring of the polar regions is a key component of understanding climate change. What is the legal regime that the Antarctic cable project needs to address?
