Abstract
In the context of the victories of the patriot army in Junín and Ayacucho and the consolidation of independence in Peru, the newspaper La Primavera de Arequipa appeared in 1825. It was promoted by Simón Bolívar, who sent Andrés Negrón to the city of Arequipa as director of an official newspaper, which eventually became a newspaper opposed to the Bolivarian government. The main objective of this research is to analyze the political discourse of La Primavera de Arequipa, taking as reference three axes: the newspaper as a tool for political pedagogy, its political position against the Bolívar government and the decrees published in the newspaper
