La subordinación política de los pueblos de la tierra de Sevilla al concejo Hispalense en el reinado de Isabel I.

RESUMEN: En 1479, bajo la asistencia de Diego de merlo, el cabildo municipal hispalense elaboró una normativa que modificaba el sistema de elección de los oficios capitulares de los pueblos sujetos a su jurisdicción. Desde entonces, mediante el procedimiento de la insaculación, se seleccionaron cada año entre los vecinos pecheros a los diez oficiales que componían el gobierno local: un alguacil, dos alcaldes, un mayordomo y seis regidores. Estos últimos no habían formado parte de la composición de los concejos locales en el pasado inmediato. Las listas de los elegibles, pecheros con una posición económica desahogada, se organizaron en “ruedas” cuya duración oscilaba entre los dos y tres años. Por otra parte, el concejo hispalense designaba por estos años al resto de los oficiales municipales de sus pueblos: escribanos públicos, jurados, corredores y contadores.
ABSTRACT: In 1479, under the supervision of Diego de merlo, the city council of Seville drew up regulations that modified the election of local officials in the towns under its jurisdiction. From then on, every year, ten officials were drawn by lot from among the tax-paying residents (pecheros) to make up local government. these included one bailiff (alguacil), two mayors (alcaldes), one finance agent (mayordomo), and six aldermen (regidores). Aldermen had not formed part of local governments in the immediate past. the lists of eligible, tax-paying residents with comfortable financial positions were organized in “ruedas” which lasted between two and three years. On the other hand, other local officials –notaries public, jurados, corredores and accountants– were appointed directly by the city council of Seville.
