Résumé

La presencia china en Oriente Próximo ha conocido una notable evolución en los últimos veinte años. De unas relaciones que estuvieron centradas en los recursos energéticos, la República Popular ha pasado a convertirse en un actor con un creciente peso político. Sus imperativos de seguridad y sus ambiciones globales explican ese nuevo perfil. Ante las consecuencias para sus intereses de la conflictividad de la región, las acciones chinas han ido dirigidas a promover la estabilidad. La transformación estructural que atraviesa Oriente Próximo le proporcionaba al mismo tiempo una oportunidad para lograr otros dos objetivos: erosionar la influencia norteamericana y consolidar su liderazgo de las naciones del Sur Global. La guerra en Gaza, la extensión del conflicto al Líbano y la caída del régimen sirio han puesto en evidencia, sin embargo, los límites de las capacidades chinas.

Fernando Delage Carretero, Universidad Loyola Andalucía

Fernando Delage es Licenciado en Derecho (Universidad de Sevilla), Master en Relaciones Internacionales (Universidad de Keio, Tokio), y Doctor en Ciencias Políticas (Universidad Complutense de Madrid). Profesor de Relaciones Internacionales en la Universidad Loyola Andalucía, ha enseñado con anterioridad en la Universidad Pontificia de Comillas ICAI-ICADE y en distintos programas universitarios de postgrado, así como en el Centro Superior de Estudios de la Defensa Nacional (CESEDEN). Ha sido profesor de Seguridad en Asia-Pacífico en el Instituto General Gutiérrez Mellado de la UNED, y profesor invitado en la Universidad Nacional de Yokohama. En el terreno profesional ha sido asimismo subdirector de la revista Política Exterior, director de Casa Asia en Madrid y Director General de Relaciones Internacionales del Ayuntamiento de Madrid. Entre sus trabajos más recientes cabe destacar: “La República Popular China y la reconfiguración del orden asiático” (2013), “India y el equilibrio de poder en Asia” (2015), “La arquitectura de seguridad asiática” (2016), “Disputas marítimas en Asia oriental: la expansión estratégica de la República Popular China” (2017), “China: diplomacia económica, consecuencias geopolíticas” (2017), o “La Ruta de la Seda y la “Nueva Era” de la República Popular China” (2018).
