Rusia ha intentado justificar su intervención militar, desde la ocupación y anexión de Crimea, en 2014, hasta el ataque armado a gran escala iniciado en 2022, invocando diferentes argumentos jurídicos. El discurso ruso pone de manifiesto un profundo descontento por la reconfiguración del mapa geopolítico derivada de la desintegración de la URSS y por las intervenciones armadas de Estados Unidos y de otros países occidentales en diferentes países, algunos de ellos aliados de Rusia. La intervención militar rusa en Ucrania representa una transgresión del orden internacional de particular gravedad, y se diferencia de otras violaciones graves de la prohibición del uso de la fuerza porque ha sido utilizada para anexionarse parte del territorio de Ucrania.
